[Ncep.list.idp.mrms.users] Switching MRMS Primary site to CPRK

MRMS Users,

We are failing back to College Park around ~ 19Z today. This was
necessitated by some emergent system work being performed in Boulder. We
apologize for the brief interruption.

Also please note that we have deployed a patch release - MRMS v11.6.2 into
production. With this patch release ANC algorithms can correctly process
GOES-16 Satellite files which are permanently in Mode 6.
