IDP-GIS Status Message

There is an upstream issue with MRMS radar base reflectivity.  This is
causing the following services to be unavailable:

   - NWS_Observations/radar_base_reflectivity
   - radar/radar_base_reflectivity_time

NCEP Central Operations is working the issue.
