NOAA IDP-GIS Status Message

The WPC QPF web service on IDP was updated on Tuesday 2/21/17.  The service
name is WPC_QPF.

Fixes included in the implementation are:

·  Labels removed to limit the obstruction by labels to the data being
viewed

·  Time-enabled parameters update to ensure ability to make REST calls for
valid time and display as a WMS
