If you actually call the Westin Hotel Reservations - they are also unable to make a "regular" without Gov't Rates or AMS rate reservation. Kristen Coyne is the person is that is in charge at AMS for this event - is not in the office at this time. I managed to nail Annie down about when this problem will be resolved. She said not until Monday. I asked for this in writing and am waiting for an email.
