[Ncep.list.grouptravel] foreign travel - signing of E2 travel authorizations

All,

Effective today, NCEP Center Directors can sign foreign travel as the final
approver in E2 before submitting the packages to NCEP OD. This will help
prevent airlines from canceling foreign travel reservations within 24 hours
Make sure to upload the justification memo in E2 as soon as it is signed by
the NCEP Director.

Please note that the foreign travel package must still get approved by the
NCEP Director, IA, and COO. If for some reason, the foreign travel package
is disapproved, then the Center will have to pay the penalty to cancel the
ticket.
