<p>Following changes were committed to the NEMSfv3gfs
repositories:</p>

support fractional landmask on FV3 grid :</p>
<p>-- introduced oceanfrac, landfrac and lakefrac in sfcprop as
ocean, land and lake fraction, independent of existing slmsk;<br>
-- added reading land and lake fraction (in additional to
slmsk) and deriving ocean fraction from the former two,
assuming ocean and lake don't co-exist at one grid point, and
if they do, lake (ocean) rules in the uncoupled (coupled) FV3;<br>
-- modified the code to allow for composites of surface
variables over water, land and ice;</p>
