<p>Following changes were committed to the NEMSfv3gfs and FV3 repositories:</p>

        <p>The regional (NAM) physics package is added to FV3 repository. A
compiler option NAM_phys is added. When it is set to Y, the NAM physics
is chosen, the model field vertical level is not flipped between
dynamics and physics because the NAM vertical levels is from top to
bottom, the same as fv3 dycore. By default NAM_phys is N, the gfs
physics package will be chosen, the vertical level between dynamics and
physics will be flipped as before and the gfs physics package will be
compiled.</p>
        <p>A new regression test fv3_NAM_phys is set up to run on theia only.</p>
        <p>Above changes do not alter current baseline results. Regression test
passed on wcoss phase1/2, cray, theia, gaea c3/c4 and jet (tujet and
svjet).</p>
