fix on restarting random patterns from an external file for stochastic
physics and a patch to speed up reading the stochastic patterns are
added</p>

ESMF release candidate ESMF 7.1.0 beta snap 52 was installed on the fv3
supported platforms. The regression test was conducted on all the
platforms and was compared with current baselines. The results show that
the new lib does not change baseline results and the model performance
is compatible to current esmf lib 7.1.0beta snap 39 in current
