[Ncep.list.fv3-announce] global-workflow: MERRA2 support added to develop branch

There has been a commit to the global-workflow develop branch this morning
to add support for MERRA2 aerosol climatology data and aerosol optical
depth look-up-table for the RRTMG. This commit adds 0.5 degree by 0.625
degree by 72 level ten-year MERRA2 aerosol climatological data as an option
to replace the 5 degree by 5 degree OPAC aerosol data to drive radiation
and microphysics. This commit also moves the system to the new
developmental GFSv17 fix file set, which includes fix file updates for
MERRA2.

This commit is the first to really move us into the future GFSv17+
development. Important changes due to this commit:

   1. Fix file updates:
      1. the FIX_DIR pointer in link_fv3gfs.sh was changed from the frozen
      GFSv16 set to the newer developmental set for GFSv17+ (available on
      supported platforms)
      2. new fix files for MERRA2 were added:
         1. $FIX_AER = $FIX_DIR/fix_aer
         2. $FIX_LUT = $FIX_DIR/fix_lut
      3. other new fix files for UFS/coupled model/GFSv17+ introduced by
      new set
         1. fix_chem subfolder
         2. fix_sfc_climo subfolder
         2. CCPP updates:
      1. set RUN_CCPP=YES as default, users wishing to not run with CCPP
      and use an older version should now set this to NO in their config.base
      before starting their run, was previously set to NO
      2. change CCPP_SUITE from "FV3_GFS_v16beta" to "FV3_GFS_v16" in
      config.base
      3. New parm file added:
      1. added parm/parm_fv3diag/diag_table_aod
      2. set DIAG_TABLE in config.base to this new parm file
   4. IAER setting changed in config.fcst:
      1. IAER=1011 - turns on MERRA2
      2. to turn off MERRA2 set IAER=5111 (previous setting in system)
   5. FV3/ufs-weather-model version and CCPP suite build settings
      1. moved FV3 checkout to newer develop branch hash (
      9350745855aebe0790813e0ed2ba5ad680e3f75c)
      2. updated compilation arguments to support the following CCPP suites:
         1. FV3_GFS_v16
         2. FV3_GFS_v16_RRTMGP
      6. Wave suite disabled temporarily (DO_WAVE="NO")
      1. the WW3 execs build support has been removed from the FV3 build
      with this updated ufs-weather-model develop branch hash
      2. new build script for WW3 execs is being added and tested in
      feature/hpc-stack branch work (issue #164), plan is to turn wave support
      back on when that is committed to global-workflow develop or in follow-up
      commit
