[Ncep.list.fv3-announce] Is anyone using the mkgfsnemsioctl utility anymore?

George Gayno has kindly agreed to pull the mkgfsnemsioctl utility into the
UFS_UTILS repository. Look for that move in upcoming commits. Thanks George!
