[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git reposi3tory updates 20191003

Dear all,

It was reported that part of code changes for sa-TKE-EDMF scheme (ticket
#68128 <https://vlab.ncep.noaa.gov/redmine/issues/68128>) were missed in
yesterday's commit. An emergency commit was conducted to get the missed
changes to FV3 repository after some testing. The missed feature has no
impact on regression test, new regression test log files were committed to
NEMSfv3gfs.
