[Ncep.list.fv3-announce] global-workflow GFS v16 master created - please merge your change

Hi,

EIB has created "master-v16" as the FV3 GFS v16 global-workflow master.

If you are the developer who is working on FV3 GFS v16 on any development
branch, please use "master-v16" as your merge target.
See the readme.txt for important master commit policy.

To checkout:
git clone --recursive gerrit:global-workflow master-v16
cd master-v16
git checkout master-v16
view readme.txt (see the procedure and policy standard).
