[Ncep.list.fv3-announce] global-workflow update - UFS_utils version change to official tag

All,

The version of UFS_utils has been changed in the global-workflow master
from release/1.0.0 branch to v1.0.0 tag. This change does not result in any
output or code changes.

Output changes: No changes to results - v1.0.0 tag contains same contents
as release/1.0.0 branch

Summary of changes:

   - sorc/checkout.sh - updated git checkout for ufs_utils repo

Cray (Surge &

* will update Mars copy after FV3GFS implementation
Theia: will update after monthly maintenance
