[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repository updates 20190604

Following changes were committed to the NEMSfv3gfs repositories:

Ticket #61507 <https://vlab.ncep.noaa.gov/redmine/issues/61507>: coupling
Noah MP to fv3gfs

Noah MP land surface scheme is added into NEMSfv3gfs including the Noah MP
driver, Noah MP model, Noah MP glacier, and associated utilities. When the
physics namelist variable lsm is set to 2, Noah MP scheme will be used. 12
physical parameterization options are added to physics namelist to control
the land surface parameterizations. Default value of those options are set
in GFS_typedefs.F90. Also, the Noah MP related variables can be read
in/write out when the scheme is chosen. Additions of soil vegetation fields
(noahmp _table) are used to initialize Noah MP used in cold start.

A new regression test is added to use the Noah MP scheme. The code changes
have no impact on all other regression tests. Regression test passed on
theia, wcoss phase1/2, cray and dell. Thanks.
