[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repository updates 20190722

Dear all,

Following changes were committed to the NEMSfv3gfs/FV3 repositories:

Ticket #65267 <https://vlab.ncep.noaa.gov/redmine/issues/65267>: adding
obs-based roughness length formulations and adjustment of K for hurricane
simulations

Observation-based roughness length formulations over water are added as an
option to the surface-layer scheme. Also the observation-based adjustment
of vertical diffusivity under strong wind conditions are implemented in
hybrid EDMF PBL scheme for HAFS application. These changes can help improve
the performance of hurricane intensity forecasts. These changes have been
extensively tested in HWRF and HMON and justified/documented in several
peer-reviewed journal papers. Physics namelist variables moninq_fac and
sfc_z0_type control if the new features will be called. They are currently
turned off by default.

Above changes have no impact on current regression test. Regression tests
passed on theia, wcoss phase1/2, cray and dell.
