[Ncep.list.fv3-announce] Final NCO changes for GFS v15.1.1 and new tags in global-workflow

Two things:

1) The final NCO changes for GFS v15.1.1 have been brought back to both the
global-workflow master and new operations branch from nwprod/gfs.v15.1.1.
More info on that commit can be read in today's global-workflow News post

These on-disk copies of the global-workflow master have been updated:

WCOSS-Dell: /gpfs/dell2/emc/modeling/noscrub/emc.glopara/git/global-workflow/master
WCOSS-Cray: /gpfs/hps3/emc/global/noscrub/emc.glopara/git/global-workflow/master
Theia: /scratch4/NCEPDEV/global/save/glopara/git/global-workflow/master

2) Additionally two new tags have been created:


   1. NCO-v15.1.1 - made off new operations branch and does not include
   most recent master commits (e.g. adding new UFS_UTILS repo), although it
   does include the SLURM changes for Theia out of necessity
   2. EMC-v15.1.1 - same as NCO-v15.1.1 but made off global-workflow master
   and includes all recent master commits

Both tag sources have been tested on supported platforms and reproduce
operations on the Dell. Note: reproducing operations on the Dell requires
using warm starts from production and some adjusted resource settings to
exactly match production values for resource-sensitive jobs. It is *NOT*
recommended to try running such a test on the Dells yourself since the
production resource settings will produce jobs that are too big to fit in
the current development climate there. Even our pre-commit tests struggled
greatly this week.
