[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repository updates 20190226

Following changes were committed to the NEMSfv3gfs and FV3 repositories:

Ticket #60593 <https://vlab.ncep.noaa.gov/redmine/issues/60593>: changes in
srflag to reduce excessive snowfall

It was found there is excessive snowfall in FV3 forecast. The snow rain
flag is changed for GFDLMP. In current fv3, the snow flag is set to 1 when
any of the snow, ice and graupel produced from GFDLMP is greater than zero.
In this ticket, the snow rain flag will be set to be the ratio of sum of
snow, ice, graupel and convective snow to total precipitation. In the land
surface code, the sfc_drv.f is modified to pass fractional srflag to
sflx.f; in sflx.f, the precip amount is separated into rain and snow based
on srflag and the difference of specific heat capacity for ice and water is
accounted for based on srflag. The sfc_sice.f is also modified to separate
rain and snow, and the snow/rain difference is accounted for potential
evaporation.

The code changes alter results for the regression tests with GFDLMP. New
baseline is created on all supported platforms. Regression test passed on
wcoss (phase1/2, cray, dell), theia and jet. There is NEMS commit coming to
move NEMS RT baseline from GAEA f1 to GAEA f2, the gaea RT will be restored
at the NEMS commit.
