[Ncep.list.fv3-announce] HOTFIX global-workflow - syntax error in workflow_utils.py resolved

All,

A bug was reported in workflow_utils.py for non-SLURM platforms. A syntax
error was found for the firstcyc QUEUE_ARCH setting in the resulting rocoto
xml file. The error was resolved and committed to the repository.

The recent GFSv15.1.4 tags were remade to include this fix: EMC-v15.1.4
(develop) & NCO-v15.1.4 (operations). *Please note that hotfixes will not
be applied to older tags due to the complicated process and possibility of
causing damage to the repo. Always use the latest tags for running the
current GFS from production.*

Local clones of the develop branch have also been updated to ingest the fix:
WCOSS-Dell:
/gpfs/dell2/emc/modeling/noscrub/emc.glopara/git/global-workflow/develop
WCOSS-Cray:
