Dear all,

Following changes were committed to the NEMSfv3gfs and FV3 repositories:

Task #55386 <https://vlab.ncep.noaa.gov/redmine/issues/55386>: Update GFS
RRTMG radiations

Rollback (adding back) the scaling factor used for computing time mean of
sw radiative fluxes. The scaling factor was eliminated in the previous
commit by mistake. The rollback is to ensure the recent model change is
only for fixing an error in the area of time control of the computation of
cosine of zenith angle, but not for changing the gfs physics' algorithm and
its expected results.

This fix change results. New baseline was created on all the platforms,
regression test passed on wcoss (phase1/2, cray), theia, jet(tujet) and
gaea (c3/c4).
