Dear all,

Following changes were committed to the NEMSfv3gfs and FV3 repositories:

Task #47603 <https://vlab.ncep.noaa.gov/redmine/issues/47603>: Update
"sfcsub.f" to Read Tiled Static Fields in NetCDF

The GFS physics module "sfcsub.f" sets, updates and quality controls
numerous surface fields such as soil moisture and SST. It is incorporated
in the forecast model, CHGRES and CYCLE. One of its important functions is
to set several static fields (which only change when the land/non-land mask
changes) by interpolating global gaussian fields (grib 1) to the model
point. These static fields could be mapped to the cubed-sphere grid as a
pre-processing step (just after the orography generation step), placed in
the 'fix' directory, then read in by "sfcsub.f" or any other model (such as
an LDAS) when needed. Some advantages of this approach include:
1)Elimination of repeated, unnecessary horizontal interpolation.
2)Eliminates the chance "sfcsub.f" will give a different answer. It was
found before that the soil type in CHGRES and the forecast model could be
different due to how each program defines the grid point lat/lons (radians
vs degrees).

There is no change in the surface fix files in current regression test, so
above code changes have no impact on regression test baseline

Task #57956 <https://vlab.ncep.noaa.gov/redmine/issues/57956>: add fv3
regression test capability (rt.sh) on wcoss dell
The rt.sh regression test is added on venus. It generates identical results
as NEMS regression test.

Regression test passed on wcoss(phase1/2, cray and venus), theia and gaea.
