Following changes were committed to the NEMSfv3gfs and FV3 repositories:

Task #52308 <https://vlab.ncep.noaa.gov/redmine/issues/52308>:
Implementation of cellular automata for stochastic physics

Cellular automata is implemented in FV3. It can be used stand alone or
coupled to the physics for process level stochastic perturbations. The
cellular automata grid is a multiple of the FV3GFS grid controlled by
namelist. It uses haloes to know its neighborhood cells between MPI
processors and cube interfaces. The code is located in the stochastic
physics directory and the pattern generated is passed to the physics
through "coupling" buckets. The transition rules of the cellular automata
can be (controlled by namelist) conditioned on model fields (such as
vertical velocity or CAPE), these are passed in to the cellular automata
code though coupling buckets, and also uses halos. In order to mimic
sub-grid fluctuations of the model fields (e.g. vertical velocity), the
field can be (controlled by namelist) perturbed by a stochastic generated
skewed (SGS) distribution before conditioning the transition rules of the
cellular automata.

The Cellular automata is turned off in current regression test, so there is
no impact on regression test baseline. Regression test passed on supported
platforms (wcoss phase1/2, cray, venus; theia; jet; and gaea).
