Dear all,

Following changes were committed to the NEMSfv3gfs and FV3 repositories:

Task 50052: bug fix in radiation averaged diagnostic fields at fh000
The averaged diagnostic fields in gfs radiation are accumulated with
radiation time step, these fields was averaged by the integration time
at first time step output (fh000). This bug is fixed by using the correct
radiation time step at fh000. This code change only alters baseline results
at fh000.

Task 52603: bug fix for bucket precipitation adjustment due to sppt
The bucket precipitation adjustment due to sppt was not included in the FV3
code, as a result, the 6hr accumulated and bucket precipitation is
inconsistent. After applying the sppt weight to the bucket precipitation,
the bucket precipitation is consistent with the accumulated precipitation.
This code change only alters the fv3 run with stochastic physics test.

Task 53278:fix the trace amount of snow
It is found that FV3 outputs very shallow snow in areas where there should
be zero snow, e.g. non-zero snow at Amazon region. This is fixed by
identifying the places with snow from GFDL MP and improving snow melting
for trace amount snow in land surface scheme. The code changes alter
baseline results.

New baseline is created on theia and wcoss (phase1/2 and cray). Regression
passed on these platforms. We currently have some issue to run regression
test on Jet(no disk space in emc.nemspara) and Gaea(datasets wiped out).
This will be fixed in later commits.
