[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repository updates 20181207

Following changes were committed to the NEMSfv3gfs and FV3 repositories:

Task #56857 <https://vlab.ncep.noaa.gov/redmine/issues/56857>: Use FV3GFS
input in regional mode; radar reflectivity into GFDL MP

Code changes are made to use FV3GFS history as input for regional FV3's ICs
and BCs. Regional FV3 regression test input files are also updated to
history files from FV3GFS parallel. Also a new method is added in GFDL
Microphysics in gfsphysics to compute radar reflectivity assuming
exponential size distributions and consistent values of particle densities
and intercept parameters, while also allowing for enhanced reflectivity
from melting snow and graupel with the assumption that ice is surrounded by
liquid. The resulting radar reflectivity can be directly compared with the
3D reflectivity radar observations.

Due to changes in the input files, regional fv3 regression test results
were changed. New baseline was created for those regional fv3 tests. Above
code changes have no impact on global fv3 test. Regression test passed on
wcoss(phase1/2 and venus), theia, jet and gaea. On wcoss cray, fv3
regression test rt.sh passed while nems test was broken due to the
compilation problem.
