[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repository updates 20180831

Dear all,

Following changes were committed to the NEMSfv3gfs and FV3 repositories:

Task 54358: convert unit and remove land sea mask for several physics
output fields
Three fields are changed in fv3 physics history file: 1) total water run
off, with conversion 1000. (becomes kg/m*2), 2) snow cover, with conversion
*100 (becomes %),3) averaged ground heat flux, land sea mask is removed.

Task 54539: Regional boundary file update interval
The time interval between external boundary files for the regional FV3 was
hardwired to 3 hours in the code. It is now generalized so the namelist
variable 'bc_update_interval' is valid. This code change does not change
baseline results.

Baseline results are changed due to Task 54358. New baseline was created on
wcoss, theia and gaea. Regression test passed on those platforms.
