Dear all.

Following changes were committed to the NEMSfv3gfs and FV3 repositories:

Task 54154: Stochastic physics bugfix
The stochastic physics in FV3/stochastic_physics contains a bug related to
the sizes of the arrays that contain weights (tmp_wts etc.) for the
stochastic physics. This bug does not have any effect for model
configurations where the block size is smaller than the extent of the tile.
A fix is added to use the maximum block length in the array dimension and
to use the actual block length for computation. Besides this, a bug fix for
the gfortran compiler and some code clean up are also included in this
ticket.

Task 54155: Update of build configuration on Cheyenne
The recent reorganization of the shared disk spaces on Cheyenne requires
changes to the build configuration and documentation for Cheyenne. Also
several regression tests (fv3_streched_nest,fv3_regional_quilt and
fv3_regional_c768) are skipped on Cheyenne due to the issue with the
upgrading of Intel compiler from version 17 to 18. A workaround is
submitted to GFDL-FMS on Github for next FMS release.

Above code changes do not alter current baseline results on non-Cheyenne
platforms. Regression test passed on the platforms wcoss phase1/2,cray,
theia and gaea (c3,c4).
