[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repository updates 20180411

Dear all,

Following changes were committed to the NEMSfv3gfs and FV3 repositories:

Task #46547 <https://vlab.ncep.noaa.gov/redmine/issues/46547>: Separate IPD
layer from the GFS physics.

1) the IPD layer from the GFS physics is separated, and is put into it's
own directory and built as separate component library in FV3.
2) the IPD_Diag container is used for physics diagnostics, where the
GFS_diagnostics replaces the gfdl_diag_register for gfs physics diagnostic
field specification.

Above changes do not alter results, all regression tests passed on the
supported platforms.
