[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repository updates

Dear all,

Following changes were committed to the NEMSfv3gfs and Fv3 git repositories
this morning:

Task #44641 <https://vlab.ncep.noaa.gov/redmine/issues/44641>: the improved
evaporation scheme over the bare soil
The current value of the key soil parameter (residual soil moisture) was
set to the same as wilting point, which results in underestimating the
evaporation over bare soil. In this ticket, this parameter is updated with
the value from EC model. The forecast only experiments show both surface
temperature and humidity forecasts are improved significantly.

Task #44818 <https://vlab.ncep.noaa.gov/redmine/issues/44818>: fv3
reproducibility issue for Gaussian grid output
Non-reproducibility issue showed up in some EnKF runs. In this ticket,
options are added to ESMF function calls to ensure reproducibility and ESMF
lib is recompiled with precise option. EnKF runs reproduce with this fix.

Task #44551 <https://vlab.ncep.noaa.gov/redmine/issues/44551>:
remove/reduce namelist file IO
This task is to reduce the number of IO calls to the current atmospheric
namelist file "input.nml". The code is now reading the namelist in during
mpp_init on a single processor, storing it into a character variable, and
broadcasting this to all MPI ranks. All subsequent namelist reads would
then use Fortran internal file semantics to read from the character
variable. With this fix, the io profile test shows that input.nml
references have been reduced from 44458 to only 4.
