outlooks call for an increased chance for below-average rainfall over northern

southern Madagascar. In contrast, there is an increased chance for
above-average rainfall over portions of South Africa, Lesotho, northern Malawi,
southern Tanzania, eastern Zambia, and northern Mozambique.</span></p>

<p class="MsoNormal">Long-term rainfall deficits continue over the Amazon Basin
and Central Brazil.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal">During the last 7 days (8-14 February2016), below-average
precipitation was observed over most of the Amazon Basin, portions of central
and Southeast Brazil, and most of Bolivia and Paraguay.<span style="mso-spacerun:yes"> </span>Above-average precipitation was observed over
northern Peru, and northern and eastern Argentina.</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal">For 15-21 February 2016, below-average precipitation is
predicted for most of the Amazon Basin, Central Brazil, southern Bolivia,
Paraguay and extreme northern Argentina. Above-average precipitation is
predicted for portions of Peru, Southeast Brazil, Uruguay and eastern
Argentina.</p>
