 "orog" files was changed to include the number of halo rows/columns (see
 comment:13).  Update script accordingly.

 spacing/indenting to make more readable.

 `CHGRES` at r98631 was run on Theia for a uniform C768 grid using both
 "ops" and "old" GFS data as input.  The output matched that from the trunk
 version of `CHGRES` at r98608.
