 Update tic21

 1. update ICs directory defined in setup_expt_fcstonly.py to match the one
 created by fv3ics.py. Otherwise fcst-only job will fail.

 2. Limit the number of PEs for REMAP up to 240, otherwise FREGRID fails
 with oversubscribed resource.
 export npe_remap=$((npe_fcst < 240 ? npe_fcst : 240))

 3. Added nwat namelist option in workflow for GFDL MP
