 Three changes committed to {{{EXP-cyc}}}:
 1. Update the path to fv3gfs model restart files.   With this change
 cycled parallels pick up fv3gfs model restart files from previous cycle.
 This is the cycle in which the restart files were generated.  This change
 modified {{{exglobal_fcst_nemsfv3gfs.sh}}}, {{{fcst.sh}}}, and
 {{{efcs.sh}}}

 2. Add bitmap option to {{{$WGRIB2}}} commands in post downstream
 processing.  This change modified {{{fv3gfs_downstream_nems.sh}}} and
 {{{fv3gfs_dwn_nems.sh}}}.

 3. Extract select records from 0.25 degree grib2 file, convert to grib1,
 and save in online archive.   This change was made to support CONUS
 precipitation verification.   Job script {{{arch.sh}}} was modified.
 Please note that {{{arch.sh}}} still copies the entire 0.25 degree grib2
 file to directory {{{vrfyarch}}}.  At some point the copy of 0.25 degree
 grib2 files to {{{vrfyarch}}} may be removed.
