 Hi, Fanglin,

 1. I move zsea1 and zsea2 to config.base since they are used in fcst and
 gcycle.

 2. I think I used the new table (parm/parm_fv3diag/diag_table_history)
 from tic21, check the file

 /gpfs/hps/ptmp/Xu.Li/fv3test/gdas.20161001/18/gdas.t18z.sfcf006.nemsio, it
 has all the nsst variables. I never tried to remove nsst variables from
 the 2D history file. How did you see th eremoval?

 3. As to Russ' suggestion, I agreed at first and then after a detail
 check, it seems those lines to generate nsstbufr data file needs to be run
 whenever DO_MAKEPREPBUFR is true or false, unless nsstbufr file is
 generated and archived in the dump directory (it is not the case, I
 think). If this is true, it seems better to keep those line in prep.sh.
     I may miss something here, for example, I don't know how
 exglobal_makeprepbufr.sh.ecf is used (I cannot find it in work flow, where
 is it?).
