 For the first implementation of FV3GFS, the GSI will perform its analysis
 on the Gaussian grid, not the cubed-sphere grid.  Certain NSST fields are
 updated during the GSI step.  The latest plan is that these NSST
 increments will be converted from the Gaussian grid to each cubed-sphere
 tile during the `CYCLE` step.  The NSST fields will also need to be
 adjusted according to any changes in sea ice (`CYCLE` applies a new sea
 ice analysis once per day).  Other QC steps may also be needed.

 Fanglin recently updated the forecast model to output NSST fields to the
 2-D cubed-sphere restart files.  As a first step, update `CYCLE` to read
 and write the NSST records to the input/output cubed-sphere restart files.
 The `NST_ANL` flag will be used to control the processing of these
 records; when true, read/write the NSST records, when false, only process
 the surface records as in currently done.

 The next step will be to read a Gaussian restart file used by the GSI,
 interpolate the NSST records to the cubed-sphere tile, perform any QC, and
 write the result to the output cubed-sphere restart file.
