 For nsst update, a fv3 ticket
 https://svnemc.ncep.noaa.gov/trac/fv3/ticket/26 was created.  After
 updating both the source code and workflow to add nsst to the 2d history
 files, a test was made at Luna:
 /gpfs/hps3/ptmp/emc.glopara/prfv3test/gfs.20170826/00  (also copied over
 to Surge for those who has no devonprod access to check).

 All nsst variables are now saved in fv3_history2d.tile*.nc. nemsio_regrid
 also converted all fields including 16 nsst variables to T1534 Gaussian
 grid in nemsio format. Checked a few nsst fields in sfc.2017082600.fhr006
 using GrADS. They all appeared to be correct.

 DA group can now use these sample files to update and test GSI code and
 scripts for including nsst in fv3gfs DA.
