 Commit changes which add several verification / monitoring jobs to the FV3
 GFS workflow.  With these changes the following flags may be set to
 {{{YES}}} in {{{config.vrfy}}}

 export VRFYMINMON="YES"      # GSI minimization monitoring
 export VRFYRAD="YES"         # Radiance data assimilation monitoring

 Setting the above flags to {{{YES}}} requires additional logic be added to
