 Remove references to the `w3emc` and `bacio` libaries, which are not used
 by the orography code.

 Update cray build to use the "-O3" compiler option as on Theia.

 Remove unused variables from the build files.

 Remove obsolete `mtnlm7_oclsm.f_orig`.
