 1. '''r96290''' Copy {{{global_chgres.fd}}} and {{{global_chgres.sh}}}
 from Q3FY17 GFS branch at r96151 into FV3GFS superstructure. They are
 copied with {{{_GSM}}} in their names to distinguish the GSM version from
 the
  FV3GFS version. This Q3FY17 GSM version of {{{global_chgres.fd}}} is
 required and used in the ensemble recentering step. The utility script
 {{{global_chgres.sh}}} is also added so one can exercise the executable.
 Fanglin.Yang assures me that the fix files required for the GSM chgres are
 already inthe FV3GFS fix files directory.

 2. '''r96292''' Added a build script for the GSM version of
 {{{global_chgres_GSM.fd}}}. Care is taken to ensure the FV3 version is not
 over-written with the GSM version.
