 Rusty alertly pointed out that any changes to

 [https://svnemc.ncep.noaa.gov/trac/fv3gfs/browser/branches/cycle_fv3/global_shared.v15.0.0/sorc/global_chgres.fd?rev=96206
 CHGRES] and the forecast model.  A few years ago, the NCEP library team
 talked about moving this routine (and others) to a GFS physics library
 that could be mapped to each application.  Perhaps this idea should be
 given more serious consideration.
