 Created a new branch

 updated to the latest trunk revision 94299, modified the following
 programs  to 1) add uustar and slope to 2d history output, and 2) run the
 model with one extra layer being added to the top (capped at 0.2 hPa) to
 make fv3gfs closely match the current nems gsm in the vertical. A new
 global_hyblev.l65.txt was added to
 /gpfs/hps/emc/global/noscrub/emc.glopara/svn/fv3gfs/fix/fix_am, and the
 old one is renamed as global_hyblev.l65.txt_0.1hPa. So far I have run the
 64-L model at C768 resolution for more than a months, and at C384 and C192
 for 10 days each. All runs worked fine without any stability problem.
