New description:

 Ticket to add scripts and utilities for cycling experiments.

 Changes to the data assimilation scripts are documented in the
 [https://svnemc.ncep.noaa.gov/trac/gsi/ticket/638 ticket:638] in the GSI
 project.

 All steps required to perform cycling with the NEMS FV3GFS and full hybrid
 data-assimilation with the GSI are implemented within a Rocoto-based
 workflow and are tested within this branch.

 A capability to do forecast-only experiments with Rocoto-based workflow is
 also provided to those interested.

 Post-processing is done to save necessary files to perform offline
 verification and diagnostics. The {{{post}}} step is identical to that of
 the forecast-only experiments.

 Inline verification is enabled to produce VSDB database (AC, RMSE, bias)
 and precipitation verification.
 With the exception of {{{gridtobs}}}, {{{vrfy}}} step is also identical to
 the forecast-only experiments.

 Archiving is done to enable restart capability and perform verification.
 Subsetting for NHC products, creating bufr soundings etc.  for e.g. or
 everything else is not within the scope of this ticket and will be left to
 the appropriate team.
