 add ability to create {{{prepbufr, prepbufr.acft_profiles}}} there-by
 activating {{{prep.sh}}}.
 Allows users to create these bufr files on a stand-alone basis by
 providing a guess and path to bufr files.

 Added {{{config.fv3}}} to set default options for different model
 resolutions. Removed resource requirements for each step from individual
 config files and pooled into a single {{{config.resources}}}. We can have
 {{{config.resources.$MACHINE}}} for machine specific to even further
 disentangle machine and resources.

 Updated {{{setup_workflow.py}}} to be able to source all configs as they
 would in a job environment.
