 Several updates. Some minor that will not be listed here.
 Major highlights:
 Fix issues related to recentering.
 Fix issues related to stochastic physics.
 Remove references to COMROT from fv3gfs_remap.sh,fv3gfs_nc2nemsio.sh and
 fv3gfs_regrid_nemsio.sh, since these scripts work in a DATA directory. Use
 that as such.
 Move remap, nc2nemsio and regrid_nemsio to fcst.ksh instead of post.ksh
 because when the write component is in place, post.ksh can handle files in
 parallel instead of sequentially converting tiles to nemsio.
 fv3nc2nemsio source code takes in input argument of output file, but adds
 CDATE and FHR to outputfile. Instead pass in what is desired.

 This branch is ready for Fanglin to review and reintegrate to the
 [source:trunk]
