 Incorporate a variety of changes needed for running the preprocessing
 (grid and chgres) for FV3 nests on both the cray and theia.  Primary
 changes: (1) Addition of theia-specific files analogous to cray files that
 already existed (e.g., module loads); (2) Enable a 7th tile in
 global_chgres.fd/read_write.f90; (3) Speeding up orog generation.
