 Generalize {{{fv3gfs_chgres.sh}}} and remove hard-wired stuff.
 Driver {{{fv3gfs_driver_chgres.sh}}}  is updated and works on WCOSS_C for
 Fanglin.Yang as is, since he uses this his forecast only experiments.
