 add default {{{APRUN}}} to {{{exglobal_fcst_fv3gfs.sh.ecf}}},
 {{{regrid_nemsio.fd}}} install had an error. Make
 {{{fv3gfs_regrid_nemsio.sh}}} consistent and port to theia. Remove unused
 variables, pass variables with names relevant to the utility.
