 Work on this ticket is complete.

 A final test using the branch at r87919 was done on Surge.  A C96 test was
 performed using the configuration files in the
 [https://svnemc.ncep.noaa.gov/trac/fv3gfs/browser/branches/chgres_fv3_2/gfs_workflow.v15.0.0/para/exp_fv3gfs?rev=87919
 exp_fv3gfs] directory.  The model ran for 240 hours with no errors.  The
 output restart files were examined in Grads.  All fields looked correct.

 Transfer ticket to Fanglin for review and merge to the trunk.
