[Ncep.list.cpcopcwpc-rfcmemo] Critical implementation for CFS on Monday

This morning's attempt to fix the cold anomaly in the equatorial and 
south Atlantic was not successful because the CFS forecast didn't pick 
up the updated ocean analysis file. We will fix this tomorrow morning 
with the 06z cycle.
