[Ncep.hmon] jet disk migration from lfs3 to lfs4

Hi All,

Since jet disk lfs3 is going away soon, we have to move all data/files to
lfs4. Currently the disk
/lfs3/HFIP/hwrf-data
contains about 359T. We are not able to move all the files to /lfs4/HFIP
due to disk quota on lfs4.
We will not move the red directories listed below.
Let me know if you have any concerns.
