[Ncep.hmon] Update pyprodutil on Jet after Tuesday

Hi,

After the Tuesday update to Jet's OS, the /pan2 directory will cease to
exist, which will break the Jet detection in produtil.cluster.  The master
of the VLAB NCEPLIBS-pyprodutil repository has a fix to this.  You need to
update your produtil/cluster.py to that version or produtil will refuse to
believe you are on Jet.

If you happen to be using a relatively recent version of NEMS, the build
system needs an update too this file:

NEMS/src/incmake/env/rdhpcs/detect.mk

Change /pan2 to /lfs1
