[Ncep.hmon] Sending flowers to Fuqing's funeral

I am in as well.

We have lost a stalwart in our field who challenged all of us to think hard
and become better scientists.
He also contributed heavily to our understanding of TC related problems and
mentored and trained students who in turn are also actively contributing to
our field.

He will be missed.
